How configure psa-spamassassin witout plesk?

Hi,

I have a quite odd problem.
Because the license key from my provider doesn't include the spamfilter-license, the configuration of spamassassin is simply not possible.
psa-spamassassin is installed and running - an working.
Since I can't change the behaviour via Plesk, I changed /etc/spamassassin/local.cf - but after psa-spamassassin restarted the new values are ignored.
How can I configure psa-spamassassin? Any hints?
