How do I remove php speedcap?

Am I the only one who use Horde and have noticed that all phpscripts seemes to cap the bandwidth to sub 100KB/s??
Using IIS to download files will give 500-600KB/s, while using php - like Horde slows things down 1/5th of normal performance.

Anyone?
