How do I upload image file from tomcat by JSP

Anybody can help that after I upload .war file by plesk tomcat manage panel, i can not upload image from java program. It seems that tomcat unpacking .war to memory, and Java program have no permission to write data to folder. Somebody told me that just upload image file to DB . However there are many situation to save file in folder needed. Anybody can give me solution.
