Condition A:
Switch on server-wide SpamAssassin spam filtering: Disabled
Apply individual settings to spam filtering: Enable or Disabled
Result: It will disable spamassassin service, no spam filter option can be set when user create email address

Condition B:
Switch on server-wide SpamAssassin spam filtering: Enabled
Apply individual settings to spam filtering: Disabled
Result: It will enable spamassassin service, no spam filter option can be set when user create email address

Condition C:
Switch on server-wide SpamAssassin spam filtering: Enabled
Apply individual settings to spam filtering: Enabled
Result: It will enable spamassassin service,, spam filter is on by default when user create email address

Condition D:
Switch on server-wide SpamAssassin spam filtering: Disabled
Apply individual settings to spam filtering: Enabled

How can I enable spamassassin service, but only enable spam filter for email user when he indeed needs it?

Because most customers are just want to create email address only, and do not intend enabling spam filter, they will not know it is enabled by default and definitely won't go to "Spam Filter" tab to uncheck it. If always enable spam filter when create email address, then nearly 100% incoming emails are scanned by spamassassin and cause unnecessary CPU usage.
