HOWTO stop mailman migration from sending welcome emails

Migrating mailing list results in sending of "Welcome" emails to everyone on the list. User's find these welcome emails confusing since they have not 'just' signed up. Setting Do not send welcome emails on old list does not work since a new list is being created on the new server. Trying to avoid calls from 30K confused people.
