IIS Problem - Cannot commit configuration changes because the files has changed on d

Such error: "Error: Cannot commit configuration changes because the file has changed on disk" may indicate that file C:\Windows\System32\inetsrv\config\applicationHost is busy by some process, for example someone performs changing in IIS at the same time when websrvmng tries to modify this file, so 2 processes cannot modify it at the same time.
Also you can try temporary disable antivirus protection on the server and try reconfiguration attempt. If it will be fine - add all Plesk and IIS files to exclude list for this antivirus.
