why the file index.html is not accepted and index.htm is required to execute a homepage?

Are you sure it isn't the other way around? index.html is the default. To allow index.htm to be a homepage edit the /etc/httpd/cong/httpd.conf file. Look for DirectoryIndex at_domains_index.html and add index.htm.
