Installation error 1713 on PSA 7.5.6

When installing PSA 7.5.6 on Windows 2003 (clean Installation), the installer stopes with error 1713. This happens exactly when the installer tries to install "Plesk User Agent". If I custom install Plesk with everything except "Plesk User Agent" the installation completes without further errors however Plesk needs the User Agent to function. Any ideas on why the installer crashes with error 1713 when it reaches the installation of "Plesk User Agent"?
