Issue Issue Enabling Firewall Rules Management

Hi,

I'm having issue enabling firewall rules management on a brand new installation.
I haven't modified the default rules.
I haven't added any domain yet.

Just try to enable Firewall

Version: Plesk Obsidian v18.0.27_build1800200522.12 os_Ubuntu 18.04

Every time I try to enable firewall I get the following errors:

1) Can't Open the Page https://xxx.xxx.xxx.xxx/plesk/modules/firewall/enable?token=xxxxxxxxx
2) Error: Permission denied.
3) Error: The firewall rules management has not been enabled.
4) The firewall rules management has not been enabled

I followed the following guides:

so far no success
