FTP is not connected

rpm -e --nodeps psa-proftpd

plesk installer --debug --select-release-current --install-component=proftpd

After this command is improving but still distorted after restart

Have you checked connection to ftp port 21 with telnet, at least? Maybe port 21 is firewalled? Have you checked it?
