Limits for MS SQL vs MySQL

Can we specify limits on databases separately between MS SQL and mySQL?

I was planning to offer free mySQL databases, but fee-based MS SQL databases. When I specify the number of allowed databases, it seems that the client can choose freely between MS SQL and mySQL, which defeats the purpose of offering one type free and the other for a fee.
