MailEnable probelm with installation on non-English version Win2003 server

After install Plesk7.5.6, I entered the control panel
https://My_Domain:8443
I got the message
"Selecting default components"
then I choose "MailEnable Standard 1.9"
5 sec later I got the error message
"Set default component failed: defpackagemng failed: MEAOPO.PostOffice.AddPostOffice failed for name home [home]Unable to Load Provider DLL"

So I un-installed Plesk, try to install MailEnable first. got the error message
"The file 'C:\Documents and Settings\Administrator\???????\???\Mail Enable\MailEnable Web Site.url' could not be opened"

Plese help
