Blocked at 128 requests currently being processed with Plesk 9

Hi,

I have a CentOS 5 server.
I update plesk 8.6 to 9.0 and I have problem : My server is blocked at 128 requests currently being processed.

Now in Plesk 9 my server-status is like that :
Parent Server Generation: 0
Server uptime: 3 minutes
Total accesses: 2140 - Total Traffic: 199.1 GB
CPU Usage: u7.77 s.52 cu0 cs0 - 4.61% CPU load
11.9 requests/sec - 1.1 GB/second - 95.3 MB/request
128 requests currently being processed, 0 idle workers

BUT In my /etc/httpd/conf/httpd.conf, I always have this configuration :
<IfModule prefork.c>
StartServers 30
MinSpareServers 40
MaxSpareServers 45
ServerLimit 1000
MaxClients 900
MaxRequestsPerChild 6000
</IfModule>

I restart my httpd many times but i still have the same problems.

An idea ?
