migration 8.6 to 10.2 Proxy Bad Gateway

I have moved to a new 10.2 server from 8.6 and migrated the sites. All of the websites work okay except for a couple which are a proxy to another site. The proxy site has a ssl certificate in pem format and I enabled the proxy modules by creating a symbolic link in the mods enabled folder. I have edited the vhost.conf to make sure the ssl path is correct.

/etc/apache2/mods-available/proxy_connect.load
/etc/apache2/mods-available/proxy_ftp.load
/etc/apache2/mods-available/proxy_http.load
/etc/apache2/mods-available/proxy_ajp.load
/etc/apache2/mods-available/proxy_scgi.load

When I connect to the proxy site I get 502 bad Gateway. The proxy site is just forwarding messages to the secure server using the certificate.

Anybody got any ideas what the problem would be or how to troubleshoot?
