Migration from 8.1 to 8.1, transfer VERY SLOW

I'm trying to migrate from one Plesk Plus 8.1 server to another in different data centers. I can SSH files back and forth between the two servers at rates exceeding 60 Mbps, yet the migration manager moves at a slow 2-3 Mbps. This is not acceptable when moving 80 GB of data. Can any explain why this is? From other forum posts, I'm not the only one experiencing this issue.
