how i can proceed to move complete website by shell from PLESK to Cpanel
what commands i need in steps please if possible .

Plesk has migration possibility from cPanel to Plesk. If you want migration from Plesk to cPanel, that you should ask cPanel forum, support, docs, etc. about this possibility. Seems you have mixed forums :)
