(godaddy - Odin - Plesk)
It turns out that 2 different pages in different accounts, one normal and one delux, have the same problem.

GoDaddy was your mistake.

Your on a server that is way oversold. Even accessing the Plesk login page took forever.

Windows wasn't the issue. Your host is just incompetent and had your account on an overloaded server.
