[newbie] server returns 403 forbidden

hello
i am trying to install ruby on rails from this step by step guide
http://wiki.rubyonrails.com/rails/pages/HowtoInstallAndRunRubyOnRailsOnPlesk

i get

Forbidden
You don't have permission to access /rails on this server
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

now my question is for permissions, it is this kind of problem dealt with chown/chmod

or

with lines like

AllowOverride all
Order allow,deny
Allor from all

in apache conf file

or

is it setup inside plesk panel
