odbc / mysql too many connections

On my Windows 2003 with Plesk 9.3 version i have this tragical issue:

First got a ERROR [HY000] [MySQL][ODBC 3.51 Driver] Too many connection

trying to change the connection parameter from 100 to 300 and now I got:

ERROR [HY000] [MySQL][ODBC 3.51 Driver]Can't create a new thread (errno 12); if you are not out of available memory, you can consult the manual for a possible OS-dependent bug

anyone can help ?
