Perl not properly installed

I am getting this error when a simple perl test script is called.

"CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers."

Any ideas why this is happenning? I checked file permissions and tested to make sure Perl is properly installed and running (responds to command line) but I can't see why it is not working.
