Permission denied for client trying to setup Let's Encrypt

Hi there,

A client is getting 'Permission Denied' when he clicks the Let's Encrypt icon using his login.

Client is setup with Webmaster account.

I've reviewed the permissions for Webmaster and there's no setting for Let's Encrypt permissions. I can access the service as admin however.

Is there something I need to do to enable this feature for clients?
