Permission problems on new RHEL5/Plesk server

I just started setting up a new server (RHEL5 & Plesk 8.3) and I'm getting a lot of permission type errors. It's a fresh install with the exception of installing Art's ASL package. Here are some of the errors I'm getting...

When trying to view any web page...

Forbidden
"You don't have permission to access / on this server."

Trying to access the File Manager tool from within Plesk...

Any ideas what caused all of this? Is it related to installing ASL? Again, this is a brand new box.

EDIT: One other thing...the one domain I do have on this server was migrated over from one of my other servers. Could the migration process have caused the errors?

Migration...

It was definitely a problem with the migration. I deleted the domain and did a new migration and now it's working fine.
 
Apparently there is still a problem. When I migrating the site a 2nd time it worked fine for a while. Now all of the permission problems have returned. Any ideas?
