Plesk 7 for Win seems slower that Plesk 6.5 for Win

I just brought up a new server on Plesk 7 for windows and it appears to be slower overall in delivering webpages than my 6.5 box. The 7 box is nearly identical with a little faster processor. I noticed that Plesk 7 for Win allows bandwidth throttling. Is there a default throttle that I sould be aware of?

Example. File downloads from my 6.5 server were averaging 112 kbps on the 6.5 server and the same file from the same connection is downloading at 35 kbps on the Plesk 7 server.

Any Ideas? Thanks for your help!
