Plesk dosent update users

When I create a new domain in the plesk control panel and put the files on it it gives me a username and password box...If I run the plesk reconfigure app then it fixes the problem...until I add another domain.

My question is how do I make it where it sets the permissions automatically

Do you have ColdFusion or antivirus installed?
If so, set permissions for psacln group to Antivirus folder in Program Files
If ColdFusion see kb http://kb.swsoft.com/en/2148
