Plesk firewall not blocking?

I am running 7.5.4.
The Plesk firewall is setup to deny on SSH 80.86.191.63 tcp port 22

I am running logwatch, and it shows
80.86.191.63: 4231 times for attempted hacking.

Shouldn't this be blocked before hitting the logs?

Seems I had to do a server reboot for these to take effect. Anyone else see this?
