Runs fine on any port ( 8443, 8445, 8442 etc.)

Is it possible to also get it to respond on port 80 of a dedicated address?

This would allow people who cannot access non standard ports to get to the control panel ...

this dedicated address is NOT a client address.

I'm slightly confused about two things.

1. PHP isn't compiled into a binary, it's code should be easily editable.

2. I don't think you mean to say that the IP on my computer was PRE CODED into PLESK prior to my purchase ;) In any form. Since you can change the port number, and the IP assign is automatic, shoudn't you be able to do something such as...
LISTEN 8443 (<- all addresses)
LISTEN x.x.x.2:80 (<- one of the addresses)

??
