plesk power pack and SQL Server

i am going to buy new server from the planet and they offered me plesk + plesk power pack and i have heard plesk power pack comes with SQL Server.
Right now i need to know does plesk power pack brings sql server enterprise managed that we can manage sql server from windows on program files and do all we can do on local computer. or does it only have web enterprise manager?
How can i change sql databse collation and how can i restore sql backups that created on another server?
is there any panel for end users or resellers to change collation or restore databse backups?
