Problems with Spam

My users are getting quite a bit of Spam as it is with just SpamAssassin setup, What other programs can i use aside SpamAssassin on Plesk 8.1 for Windows?

Also i have noticed if i am in the servers control and adjust the spam settings. I have the box checkboxed to use server-wide settings and then i have the allow personal settings unchecked but when i go in to one of my domain's user mail boxes it says Spam Filtering Off and if i go to enable via group operations it says Enable spam filtering (Administrator has disabled spam filtering)?

Anyone know what i'm doing wrong? I tried to explain it the best I can. Do i have to have allow personal settings checked for spam to work, i wanna be able to control the score on a server wide basis but it seems when i do have use server setting checked it doesnt seem to update to all the mail users.
