Question Proftp on disconnection Unable to open pam_env.conf

Jan 16 03:48:27 server proftpd: pam_env(proftpd:setcred): Unable to open config file: /etc/security/pam_env.conf: Permission denied
Jan 16 03:48:27 server proftpd: pam_systemd(proftpd:session): Failed to connect to system bus: Permission denied
Jan 16 03:48:27 server proftpd: pam_unix(proftpd:session): session closed for user xxxxxxxx
Jan 16 03:48:27 server proftpd[3017]: 0.0.0.0 (0.0.0.0[0.0.0.0]) - FTP session closed.

This only happens on disconnecting user, everything works alright, more info on this there, proftpd works fine but lots of pam_env warnings in /var/log/secure
do you guys have same thing ?
 
Open ProFTPd configuration file (/etc/proftpd.conf).
Add the following line to the <Global> section:

AllowStoreRestart on

Restart xinetd service:

# service xinetd restart

I remember this option very well, it is for finishing for upload when someone got disconnected .

I have added that setting, but that log didn't change, same error when i manually disconnect user from ftp.
