Protected directory not happening

I'm using 7.5.2 within VZ and unable to protect directories on any domain/subdomain.

For example, I have a subdomain:
foo.foobar.com

And a directory
/clients

So I set a directory to protect in 'Directories' and enter the user and password. When I save the setting, I always show the open padlock icon in the list of protected directories on the non-secure column, while the secure column shows the proper closed padlock. This is a server-wide issue, not limited to this domain. What am I missing?

I have found that it only works if I restart Apache manually. The Apache restart interval never seems to kick in.
