PSA temp directory question

Shouldn't the files in the

/usr/local/psa/tmp/

be flushed?

If not, can I safely delete the contents without causing problems?

We have removed several domains from our 7.5.3 server, yet they still show up as a new account created when going to the url through a browser and using dig.

The only place they are located is in this directory.
