If the overall intent is to enforce content scanning policies (spam, attachment types, or anti-virus) another way to go about it would be to use qmail-scanner, which lives inside the mail queue. That would scan incoming as well as outgoing mail regardless of the source (IE, a local to local domain, etc), as it is in effect a second mail queue on the server, processing mail before it routes through the real mail queue on the system.
