Reseller Can't create [email protected] Windows

We created reseller accounts and allow them to create domains but when login using reseller the create domain option is disabled why?

As You can see there is a reason - IP pool is empty. You should have at least one IP for domains creation. So, you should add IPs to IP pool first. Look at Plesk Administration Guide for details.
