Issue Resource temporarily unavailable) while connecting to upstream

i have very big problem when users are 1000 online site works good with out any problem but when users goes 2000 i get 502 Bad Gateway and ram and cpu usage is not high

CPU usage 45% user, 9% kernel, 3% IO, 43% idle
Real memory 2 GB used, 15.49 GB total

how can i fix this error please

Try to see how many open files are allowed. Could be this, but this I think require a deep research ...

FPM is much better then Apache, do not change that. Try to optimize php-fpm config instead.
