Restore is getting more and more slowly

Restore is crawling. I've been trying to migrate plesk accounts to another server. Unfortunately I had to do this on client by client basis.

Everytime I try to restore a client, restore process is taking more time. It is getting stuck at "Reconfigure Web Service" for a long time.

Any idea to speed this up?

- indexing is off
- do not suspend domain operations (tried both on & off)

Plesk set a lot of permissions of dirs and files during "Reconfigure"
