Running Perl + CGI Issues

Hi,

I receive 403 errors when users try to access the cgi-bin and scripts therein. I have enabled users scripts .pl .cgi yet the errors persist. Is SUexec the culprit? How can I force users to run scripts on their own? All permissions are set right.

These user accounts are cPanel migrated. Perl runs fine for the main domain setup in Plesk.
