"Server Settings" and "Settings of Server Statistics" Are The Same

At "Server and Panel Settings" (Server Management->Settings), both "Server Settings" and "Settings of Server Statistics" go to the same page.
 
by the way i still not understand why so many icons are double available under "settings" and "tools & utilities" just to have more icons;)?
