Resolved Server side includes with variable support

I have a virtual host that needs variable support for server side includes, but I don't see where to enable that. I do see the httpd.conf has IncludesNOEXEC listed.

This is a one off use case in a limited environment. I could rewrite everything in PHP, but enabling SSI variables would be easier and faster. Is this possible?

I rewrote it in PHP. You can answer if you want, but I no longer need an answer.
