Service is not available now, probably your Plesk is misconfigured.

This error show in every page exept in virtuozzo page. I'm using plesk 9.0. this error shows after I added an IP to administrative restrictions and selected "disallow every exept ip listed".
I try some solution here in KB to reset cp_access and alter policy_access in mysql but nothing, in ssh show me 0 rows affected after apply mysql command.
Can help me anyone here??
