Slow FTP issue

This is so weired... My ftp becomes very slow when I open Directories or transfer files. It stopes for about 20 sec at "Connecting data socket ..." each time I transfer anything or do things. This slows my work down.

Currently I have Plesk 7.5 but it done the same thing with 7.11. I was told if I upgrade plesk will solve the problem, it did for a bout two weeks but now I'm back where I started.

Any help?
