Slow remote mysql

I have a Windows server 2003 with plesk 8.6
More info:
CPU INTEL Pentium III (Katmai) x86 Family 6 Model 23 Stepping 6 ~2500MHz
Version psa v8.6.0_build20080722.15 os_Windows 2003/2008
OS Microsoft Windows 5.2;build-3790;sp2.0;suite272;product3

We have a cms system on a other server. From the cms there is a mysql (php) connection to our server. This is very slow it takes more than 5 seconds.

I have been googling and found this "skip-name-resolve" if i add this line in my "my.ini" the cms is working great but i can't login into phpmyadmin trouw plesk.

Is there a solution for this?

Ive got it

You must ad the hostname and ip adres in the hostfile of the server! Than it will work faster!

We also got some issue recently on one os plesk 8.6 ( widnows 2003, iis 6.0)
plesk control panel is using IIS 6.0

at times phpmyadmin doesnt load at all , browser session never times out nor completes.

what can be checked
u usage
there is no load , high cp for any of processes.
