spam assassin and dr. web defaults

I would like to set it up so that whenever I create a new mail user they have spam assassin and dr. web enabled. I would also like the spam assassin setup to be set to delete messages over the given spam score.

Is there a place where I can do this in the admin? It take a lot of extra clicking to enable these options for every new mail user.
