You mean you don't have this menu item?

Are you sure you are logged in Plesk as an admin?

Do you have Plesk Email Security extension installed?
If I'm not mistaken that extension hides SpamAssassin settings.

I dont believe I have Plesk Email Security extension installed.
See screenshot of "my extensions" below.
Not unless I should be checking somewhere else for "Plesk Email Security"

It's a bit of a guess from my part, but perhaps it's hidden because the Spam Settings are selected in the "Restricted Mode Settings"? Hence your are not able to see them? (not sure tough).

Sorry, I just noticed you posted your question in the Plesk Windows forum. I have no experience using Plesk on windows. I am not even sure if there is even such a thing as a Root user on Plesk for Windows.

The "Restricted Mode Setting" allows administrators to hide certain options from other users in Plesk. I suspect this is maybe the case for you. But I could be wrong entirely.

Two other things come to mind related to the "Restricted Mode Setting".
1) Do you have the Tools & Settings > Interface Management Option?

2) And/or the Change View option on bottom left of you screen in Plesk?
