Specific Licensing Questions

I have searched through and read everything I can find about licensing on your site and can't find answers to my specific scenario.

I run an online forum and am getting ready to move to a dedicated server. I hate c-panel and have been evaluating Plesk with a trial and like it quite a bit better, but can't figure out which kind of license and how many I need.

My plan is to use two separate physcial servers. 1 for Production and 1 for Test.

Each server will have 3 VPS's on them.

On each server I plan for 1 VPS running a PHP based app on Nginx, 1 VPS running MySQL or Percona, and 1 VPS running Dovecot IMAP Server.

So, I plan for 6 VPS's in total.

Question 1) Do I need to buy a separate Plesk license for each individual VPS or do I just need 1 for the Server and then install plesk in each one with the license verification being tied to the individual IP address?

Question 2) Given that scenario, which license should I be purchasing? Is the Admin license sufficient, do I need at least the App Developer because of the MySQL and PHP? or do even need the Hosting one because of the separate VPS's being deployed even though I'm not a hosting company or reseller?

Side note: You US phone lines don't work. Using option 4 and then 2, just ends up with a dead line or a message that the international number is wrong.

All the other options just direct you back to the web-site, forum or sending an e-mail.
It's very frustrating when you are trying to make a purchasing decision!
