Tcp problem

hi all

i am new in dealing with windows server and plesk 12.50

i have problem it gives me the following error in database server


Warning: Unable to determine the TCP port number used by Microsoft SQL server '.\MSSQLSERVER2012': TCP/IP protocol is not enabled in the server network configuration or the server is configured to use dynamic TCP ports.
To allow your customers to automatically configure firewall for remote database access, manually configure the SQL server to listen on a specific fixed TCP port.

how can i resolve it

i read a lot of articles but there are very ambiguous steps i don't know how to reach

exactly
i read it and tried to go through steps but i didn't know how and from where i can opn
(SQL Server Configuration Manager)

i said i am NEW in all things related to windows

I suppose somewhere in Start>Program menu of Windows?
