TO many file open, wont start apache service

i was told by my host that i had to many files open, so my apache wouldnt start.

why do i have so many files open, but i use less then 1% of my cpu?

how do i fix this?

they said i can do a tempory fix with unlimit -n 2048

how do i do a perminet fix?

You would have better luck if you looked at one of the three other threads this one is talked about in instead of waiting for some one to tell you the answers.
