hi
i want to add a domain to my server
but i got this error

Error: Unable to create directories: vhostmng failed: Access is denied. (Error code 5) at GetLongPathName('C:\inetpub\vhosts\shomaa.net\httpdocs')

how i can solve this ?

Looks like C:\inetpub\vhosts\shomaa.net\httpdocs has incorrect permissions. Try to fix it with Plesk reconfigurator.
