The packages have different names on RedHat and on Debian-based Linux distributions.
In Debian-based operating systems it ends on -dev, while in RedHat-based operating systems it ends with -devel.

I could do that via the console but still I do not understand why the installer does not work anymore?

If it did not help, configure default server OS repositories according to the article How to check system repositories configuration
