Unable to upgrade 7.61 to 8.1

When I try to run the upgrade I get 2 errors. The first one is "Migration from iis failed. Check the log file."

The log file says

If I skip migration and just upgrade it errors out saying " The process cannot access the file because it is being used by another process. (Error code 32) at rename file C:\program files\SWsoft\Plesk\MySQL\Data\Busrv2.err to C:\Program files\Plesk\MySQL.old\Data\busrv2.err"

Busrv2 is the name of my server
