    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

You seem to get this error because the requested file does not exist at the location where it is expected. Try to find the correct URL and check your yum repository configuration file for libmaxminddb to see whether you can update the source URL. The current URL directs to a web page that asks the user to subscribe to a service. If unsure what to do, asking the GetPageSpeed website operator what's going on, can help.

GetPageSpeed repo became paid.
I fixed it by disabling that repo.
